none of it clear.

The Department of Housing and Urban Development asked KCG
to develop a transparent Good Faith Estimate (GFE)—the first revision in 33 years. HUD wanted Kleimann’s expertise in rigorous
one-on-one consumer testing. HUD's goal was to enable
consumers to understand and compare loan offer details and settlement charges.
